This is important when flying and checking bags containing this stuff. The scanner will pick it up. But if it is packaged in a way that is inaccessable to you it doesn't worry them. Not to mention they won't take the time to unpack it in customs. Duct tape and lots of bags/carboard. For in the states, if the authorities believe it to be inaccessable in any situation, they will pass.
